Participants can receive assistance with down payments at authorized dealerships, with incentive amounts varying based on income level and the type of replacement vehicle chosen. To qualify, applicants must meet specific vehicle, income, and residency requirements. Additional support is available for applying to utility provider rebates for plug-in vehicles. Valley CAN also hosts in-person workshops to assist residents with the application process.

PG&E Rebates

Pacific Gas and Electric Company (PG&E) offers a Pre-Owned Electric Vehicle Rebate Program to support customers in purchasing or leasing used electric vehicles (EVs). Eligible participants can receive up to $4,000 in rebates, depending on household income.

Rebate Options:

Standard Rebate: A $1,000 rebate is available for all qualifying PG&E electric service customers who purchase or lease a pre-owned EV. Rebate Plus: Income-qualified applicants may receive a $4,000 rebate. Eligibility for this enhanced rebate is determined based on household income levels.

Eligibility Requirements:

Applicant: Must be a PG&E electric service customer. Must apply within 180 days of purchasing or leasing the pre-owned EV. Vehicle: Must be a pre-owned EV purchased or leased from a licensed dealership. Must be registered in the applicant's name at the address associated with their PG&E account. Additional Benefits: Customers who qualify for the Rebate Plus option are automatically approved for a $700 rebate on eligible EV charging equipment through PG&E’s Residential Charging Solutions program.

Driving Clean Assistance Program

The Driving Clean Assistance Program (DCAP), in partnership with the California Air Resources Board (CARB), offers financial incentives to help low-income and disadvantaged communities across California purchase or lease new or used clean vehicles, including battery electric vehicles (BEVs), plug-in hybrid electric vehicles (PHEVs), and fuel cell electric vehicles (FCEVs).

Incentive Details:

With Vehicle Scrappage: Eligible participants who retire an older, high-polluting vehicle can receive up to $12,000 towards the purchase or lease of a qualifying clean vehicle.

Without Vehicle Scrappage: Participants without a vehicle to scrap may receive up to $7,500 in assistance.

Eligibility Requirements:

Residency: Applicants must be California residents.

Income: Household income must be at or below 300% of the Federal Poverty Level (e.g., $93,600 for a family of four, subject to annual updates).

Program Participation: Applicants should not have previously participated in any CARB light-duty vehicle purchase incentive programs, such as the Clean Vehicle Rebate Project or Clean Cars 4 All.
